Vincent Chee Hor Wooi

Vincent Chee Hor Wooi is an alumnus of the National University of
Singapore where he successfully obtained his Bachelor of Laws with Honours
in 1985 after being awarded an ASEAN Scholarship from the Government of
Singapore.
He was called to both the Singapore Bar and Malaysian Bar in 1986 and upon
being called to the Malaysian Bar, he and J.M. Chong proceeded to set
up their own practice under the name of Messrs J.M. Chong, Vincent
Chee & Co. in December 1986.
Mr Chee specializes in corporate, commercial and retail banking for both
conventional and Islamic facilities and has also drafted numerous types of
customized security documents for particular types of conventional and
Islamic securities respectively. He has also negotiated and drafted
agreements for the disbursement of funds granted by the Government of
Malaysia under various programmes to private companies under the
Government’s Public-Private Initiative.
Mr Chee is also very well-versed in the drafting of shareholders and share
sale agreements for both private and public listed companies both within
Malaysia and for cross-border transactions including an agreement for
the proposed listing of a company with assets in both Malaysia, Hong Kong
and the United States on the GEMS exchange of Hong Kong and the
NASDAQ respectively, as well as in the preparation of private utility
provider’s agreements, and Government concession agreements.
He has also been deeply involved in the negotiations, preparation and
perusal of various hotel and resort development agreements in respect of
several hotels(both budget and chain hotels) and resorts located in
various states of Malaysia and in neighbouring contries such as Hong Kong
and the sale and/or leasing of the same.
In addition to all of the above, he has an extremely wide range of
experience in the sale and purchase of real estate of all categories of
properties located in virtually every state of Peninsula Malaysia as
well as the negotiation and drafting of all types of joint-venture
agreements and development rights agreements.
He has also been the lead counsel in numerous residential and commercial projects within the Klang Valley and in the state of Johor.
Mr Chee also has a wide range of experience in drafting various types of
commercial contracts including contracts for a rapid transit system light
rail project between Johor and Singapore which involved negotiating
with federal and state governmental authorities as well as several
different companies within Malaysia and China.
His wide experience and expertise throughout his many years of practice
has led him to be appointed as the legal adviser for several public listed
companies in Malaysia in which capacity he has advised and guided
clients in respect of the establishment of numerous joint-ventures and
acquisitions.
